Нийгмийн хөгжлийн шинэ тогтолцоонд шилжсэн 1991 оноос хойших 31 жилд манай улс нийт 6 удаа дампуурал зарлахдаа тулж 6 удаа ОУВС-гийн “АВРАЛ”-ын програмд хамрагдаж мултарсан. Мултарсан ч гэж дээ, асуудлыг зүгээр л түр зуур хойшлуулсан. Өөрөөр хэлбэл их хэмжээний гадаад валютын зээл аваад түүнийгээ төлж чадахгүй тул нэмж өр тавих замаар аргалсаар ирсэн гэсэн үг. Харин өдгөө өрийн хэмжээ нь зад, сад тавьдаг чинээндээ тулжээ. Хамгийн сүүлд 2017 оны 5 сард төлбөрийн чадваргүйн улмаас ОУВС аас $434 сая долларын зээл авч мөн тэдний зуучилсан $5.5 тэрбумын урт хугацааны зээлийн хөтөлбөрт хамрагдахаар болж амь тээсэн. 5 жил болоод л дампууралтай нүүр тулдаг эдийн засгийн энэ системийг манай үе, үеийн гарамгай удирдагчид, гавьяат эдийн засагчид, сайд, дарга нар маань нутагшуулсан.
Наана нь биш гэхэд 2023 оны хоёр дугаар хагаст Монгол улс долоо дахь удаагаа дампууралтай нүүр тулна. Гэхдээ энэ удаа нөхцөл байдал маш ноцтой. Яагаад гэвэл бид ойролцоогоор 10 их наяд төгрөгийн өр төлөх хэрэгтэй болох ба энэ нь манай улсын төсвийн бараг 60 шахам хувь бөгөөд цаашид өсөн нэмэгдэх магадлалтай тоо юм. Энэ бол зүгээр л сүйрэл дагуулах ноцтой асуудал. Асуудлыг “шийдэх” гэж төрийн дээдсүүд маань сүүлийн хоёр жилд чаддаг ганц зүйл болох өрийн төлбөрийг хойшлуулах эсвэл нэмж зээл авах гэж зээл олгосон эзэдтэй тохиролцох оролдлого хийсээр ирсэн ч төдийлөн бүтэлтэй болоогүй. Монгол улс өнөөдөр $34 тэрбум долларын гадаад өртэй үүнээс $12 тэрбум нь төр, засгийн шууд хариуцах өр байгаа нь манай улсын эдийн засгийн хүчин чадал бодит боломжоос дэндүү хэтэрсэн дүн. Яг л ийм нөхцөл байдалд Тажикстан газар нутгаасаа хумслуулж, Шри Ланк эдийн засгийн гол хөшүүрэг болсон далайн боомтоо 99 жилийн түрээсэнд Хятадад алдсан.
Гадаад өр, түүнээс үүдэлтэй дампуурал бол манай улсын эдийн засагт нүүрлээд буй ноцтой хүндрэлүүдийн зөвхөн нэг хэсэг. Үнэн, бодитоор тооцвол эдийн засгийн суурь үзүүлэлтүүд бүгд унаж улс маань эдийн засгийн нэлээн гүнзгий хямралд ороод байна. Гагцхүү Монголчуудын “хүлээц”-тэй зан, статистикийн эргэлзээтэй, логик авцалдаагүй тоонуудыг харсан ч хараагүй, мэдээгүй юм шиг байх “уужуу, тайван” сэтгэл дээр дэнжигнэцгээж байгаа юм.
Төлбөрийн тэнцэл нь сүүлийн үед байнга шахуу томоохон дүнгийн алдагдалтай гарах болсон ба одоогийн байдлаар – $2.2 тэрбум, үүн дундаа урсгал данс нь -$500 сая долларын алдагдалтай байгаа нь байгалийн баялгийн экспортад тулгуурласан авсаархан $13 тэрбум долларын эдийн засагтай энэ улсын хувьд ноцтой асуудал буйг илтгэж буй. Оны эхэнд 2,850₮ байсан доллар өнөөдөр 3,560₮ хүрч төгрөгийн ханш 25%-ар уналаа. Төгрөгийн ханшийг тогтвортой байлгах бус харин тогтворгүй байлгах ажиллагаа явуулаад байна уу гэмээр харагдах энэ инститүт бол үнэндээ дархлагдсан газар.
Ядуурал гэх хачин, нэг байрандаа гацчихсан үзэгдэл байна. Миний мэдэхийн ядуурал сүүлийн 10 гаран жил тогтмол 28-29% байлаа. Эдийн засаг хямарч хасах руугаа орсон (2020 онд -5%) үед ч хэвээр, эдийн засаг өссөн үед ч хэвээр, огт өөрчлөгддөггүй, эдийн засгийн нөхцөл байдлаас ерөөсөө хамаардаггүй ядуууралтай хачин улс шүү бид. Тоо баримт нь үнэн л байдаг байгаа да!
Өдгөө айсуй дампуурлын бурууг ард түмэндээ тохох санаархал бүхий “Халамжаас болж эдийн засаг унаж байна” гэх гүтгэлгийн шинжтэй компанит ажил амжилттай өрнөж байна. Дэлхийн улсууд дунджаар ДНБ-ийхээ 10-12 хувийг халамжинд зарцуулдаг. Манай улсын хувьд ДНБ-ийхээ 4-5 хувийг халамжид (Ковидын үеийн тусламж, онцгой нөхцөлд өгч буй хүүхдийн мөнгө халамжид тооцогдохгүй) зарцуулж байгаа нь дэлхийн дунджаас хамаагүй доогуур бөгөөд 29% ядууралтай (бодит байдал дээр 40-50%), 14% ажилгүйдэлтэй (бодит байдал дээр 20-30%) улсад бол хэвийн, харин ч бага талдаа. Тэр ч байтугай ковидын онцгой үед хүүхдэд нэмж олгох болсон (2021 онд 1.2 их наяд төгрөг болсон) мөнгийг халамжинд оруулж бодсон ч дэлхийн дундажад бараадахгүй байгаа юм.
Ард иргэдээ халамжаар амдьрагч хэмээн буруутгахаасаа өмнө хэн, хичнээн хүн, ямар байдлаар нийгмийн халамжийг ХУУЛЬ БУСААР хүртээд амьдрах эх үүсвэрээ болгоод байгаа юм, авах ёсгүй хэн гэгч нь халамж хүртчээд нийгмийг бухимдуулаад байна гэдгийг бодит үндэслэлтэйгээр, харьцуулсан анализ, тоо дүнтэйгээр тайлбарлах шаардлагатай. Нийгмийн халамжийг хууль бусаар хүртсэн ганц нэг, цөөн тохиолдол байж болох ч энэ нь яриад байгаа шиг тэгтлээ их түгээмэл газар авсан хэрэг огт биш, тийм байх үндэс ч алга гэж би үзэж байна. Хэрэв тийм асуудал байгаа бол энэ нь нийгмийн халамжийг мэдэж захиран зарцуулж байгаа Хөдөлмөр, нийгмийн хамгаалалын яамныхны алдаа, магадгүй тэнд авилга, хахууль байна, халамжийг хууль бусаар олгож байна гэсэн үг. “Халамжаар амьдрагчид”-ыг буруушаах нь нийгэмд тун тааламжтай сонсогдох, хэн ч буруушааж чадахгүй ажиллагаа. Тийм учраас энэ удаад халамж гэх сэдэв нь зарим нөхдөд попрох, эх оронч, ажил хэрэгч, бүтээлч, хөдөлмөрч хүн болж харагдах боломжийг олгосон бололтой. Иргэдээ гүтгэн буруутгахаас өмнө гадаадад гарчаад гайхалтай сайн ажилладаг гэх Монголчууд яагаад Монголдоо ажил хийх дургүй байна вэ гэдгийг бодит үндэслэлтэйгээр тайлбарлах цаг одоо болсон. Ажил хийгээд цалин авдаг уу? Авсан цалин нь гаргасан зардалыг нь нөхдөг үү? Хөдөлмөрийн хууль бүрэн утгаараа хэрэгждэг үү? гэх мэт асуултуудад хариулахаас эхэлвэл үндэстэй тайлбар олдоно.
