Гэтэл нээлттэй болсны дараагаар дэлхийн баялаг болон оюун ухааны 50 хувийг эзэмшиж байгаа еврейчүүд хиймэл дагуулын тусламжтайгаар манай улсад хэдий хэмжээний баялаг байгааг судалсныхаа дараа хөрөнгө оруулалт хийхээр орж ирсэн. “Анод” банкны хувьд ирээдүйд гарах эрсдэл болон зах зээлээ хамгаалахыг зорьсон. Манай банкны гол зорилго нь монголчууд өмчөө өөрсдөө эзэмших учиртай гэж үзэн санхүүжүүлэх арга замыг нь оновчтой шийдлээр хүргэсэн хэрэг. Хэдийгээр хамгаалахаар тэмцсэн ч хүчин мөхөсдсөн. Өөрөөр хэлбэл, улсынхаа баялгийг арвин туршлагатай гадны хөрөнгө оруулагчдын гарт орох вий гэдгээс сэргийлсэн юм шүү дээ. Бүх анхаарлаа алт руу чиглүүлсэн хэдий ч гадны хөрөнгө оруулагчдыг дийлээгүй. Тухайн үед алтны илэрцтэй нэлээдгүй том талбай манай банкны хяналтад байсан нь үнэн. Ерөнхий мэдээллийг нь мэдэж байгаа хүний хувьд “Өрх бүрт таван кг алт өгөх боломжтой” гэж хэлдэг байсан. Гэтэл тэр цаг үед хэн ч бидэнд итгээгүй.
-Танай банкийг гадны хөрөнгө оруулалтаар боссон гэдэг. Ер нь банк босгох хөрөнгийн эх үүсвэрийг хаанаас авсан юм бэ?
-Тухайн үед Солонгосын “LG” компанитай харьцан хөрөнгө оруулалт хийх санал тавьж 25 сая ам.долларын санхүүжилт авсан. Харин тэд нэг тэрбум ам.долларын санхүүжилт авахгүй бол хөл дээрээ босч чадахгүй гэдгийг сануулж байсан. Хэрэв санал болгосон мөнгийг нь авсан бол манайх унахгүй байсан гэж боддог. Түүнээс гадна “Samsung”, “Hitachi” компанитай хамтран ажиллаж хөрөнгө оруулалт татаж байлаа. Ер нь хөрөнгө оруулалт зах зээл дээр хэрхэн шингэх вэ гэдгийг илүү анхаарах хэрэгтэй. Манай улсын хувьд зах зээлийн нийгэм рүү шилжихдээ сайн судлах учиртай байсныг хожуу ойлгож байна. Тухайлбал, их хэмжээний хөрөнгө босгож эдийн засгаа тэлэх бодлого баримталсан хэдий ч түүнийг хэрхэн зөв шингээх бодлогыг орхигдуулсан нь том алдаа болсон. Манай банкинд нүүрсний ганц ч лиценз байгаагүй. Алтны компаниудын 80 хувь нь манай хяналтад байсан юм. Яагаад гэвэл, алт улс орны жинхэнэ баялаг. Ямар нэгэн хил хязгаар хамаарахгүйгээр аль ч биржид зарж болдог бүтээгдэхүүн. Нөгөөтэйгүүр улс орны оршин тогтнох баталгаа болдог. Харин нүүрс хязгаарлагдмал, хараат зах зээл. Бидний зүгээс энэ нөхцөл байдлыг тухайн үеийн төрийн өндөрлөгүүдэд олонтаа хэлсэн.
Миний хувьд Бельги улсын Антверпен хотын Алмазны биржтэй танилцаж байх үед зах зээлийнх нь дийлэнх хувийг еврейчүүд барьж байгааг анзаарсан. Түүний дараагаар Израйлийн Их хурлын даргатай уулзаж байгалийн баялаг, хүн төрөлхтний бүтээлийн талаар ярилцаж байлаа. Израйл улс таван сая хүн амтай хэрнээ дэлхий нийтийн баялгийн 50 хувийг эзэмшдэг. Тиймдээ ч манай улсын баялагт эзэн суухын тулд царцаасан юм шүү дээ. Тэд ашгаа авчихаад дараагийнхаа ээлжинд хүлээлгээд өгчихөж байгаа юм.
Монголчуудад оюуны өндөр чадамж бий гэдгийг дэлхий хүлээн зөвшөөрсөн шүү дээ. Тиймээс өөрсдийнхөө боломжийг товойлгож өрсөлдөх учиртай.
-Дэлхийн ухаантнууд биднийг ашигласан байна. Тэгвэл бид тэдэнтэй юугаараа өрсөлдөх боломжтой вэ. Нөгөөтэйгүүр утсан хүүхэлдэй мэт байдлаасаа хэрхэн гарах вэ?
-Монгол Улс хөгжих өргөн боломж бий. Гэвч түүнийгээ ашиглаж чадахгүй байгаа нь харамсалтай. Аливаа улс орны эдийн засаг тогтвортой байх эсэх нь бизнес эрхлэгч, үйлдвэрлэгчдээс ихээхэн хамааралтай. Бизнес болоод үйлдвэрлэл нь хөгжсөн орны эдийн засаг төдийлөн боомилогдохгүй. Тухайлбал, манай компани эрчим хүчний хэмнэлттэй технологийг хийгээд найман жилийн турш хүмүүст хүргэх гээд чадахгүй байна. Нэг талаас нь харвал, хувийн бизнес мэт боловч цаад талдаа олон хүний ажлын байрыг хадгалах боломж юм. Төрийн зүгээс ажлын байрыг нэмэгдүүлнэ, бизнесээ хөгжүүлж, эдийн засгаа тогтвортой болгоно гэдэг ч бодит байдал дээр ажил болохгүй байгаад л учир байна.
Нэгэнт бид уул уурхайгаа ашиглаад хөгжиж чадахгүй юм бол хүмүүсийнхээ оюуны чадамжийг ашиглан технологийн дэвшлийг түүчээлэх боломжийг эрэлхийлэх ёстой. Би шинэ технологи нэвтрүүлэхээр сүүлийн найман жил явж байна. Энэ хугацаанд олон хүнтэй хамтарч ажилласан. Хэдийгээр энэ төрлийн мэргэжил эзэмшээгүй ч сэтгэн бодох чадвараа өндөр хөгжүүлсэн чадварлаг боловсон хүчин Монголд бий. Үнэхээр утааг бууруулахыг зорьж байгаа бол ЭХЯ цахилгаан түгээлтийнхээ чанарыг сайжруулахад анхаарч, БОАЖЯ нь хяналтаа тавихад л хангалттай. Шинээр эмхлэн байгуулагдсан Засгийн газар утааг бууруулах шинэ технологийн тухай ярих шаардлагагүй. Яагаад гэвэл, Шинжлэх ухааны академийн эрдэмтэд монгол гэрийг цагт дөрвөн кВт-аас багаар халааж чадахгүй гэдгээ хүлээн зөвшөөрсөн шүү дээ. Тэгвэл манай компанийн үйлдвэрлэсэн халаагуур түүнээс бага буюу цагт нэг кВт цахилгаан зарцуулна гэдгийг туршилтаар нотолсон. Түүнийг газар дээр нь очиж харах хүсэлтийг төрийн байгууллагын удирдлагуудад тавьж байгаа ч одоо хүртэл үзсэн хүн алга.

-Манай банк бизнесийн хэтийн төлөвлөгөөг чухалчилдаг байсан. Тухайн үед зээл олгосон газруудынхаа бизнесийг хөгжүүлэхийн төлөө хамтдаа ажилладаг байв. Намайг банктай байх үед талийгаач О.Чулуунбат ерөнхийлөгч ам.долларын ханш өсвөл мөнгө өгөх нь битгий хэл “Ханшаа барь” гэдэг байсан.
