Монгол Улсын Ерөнхийлөгчийн Тамгын газрын дарга Я.Содбаатар УИХ-ын Төрийн байгуулалтын байнгын хорооны өнөөдрийн хуралдаанд оролцлоо.
Төрийн байгуулалтын байнгын хорооны хуралдаанаар Монгол Улсын 2022 оны төсвийн тухай хуульд өөрчлөлт оруулах тухай, Нийгмийн даатгалын сангийн 2022 оны төсвийн тухай хуульд өөрчлөлт оруулах тухай хуулийн төслүүдийн хоёр дахь хэлэлцүүлгийг хийсэн юм.
Энэ үеэр тэрбээр “Монгол Улсын Ерөнхийлөгч 2022 оны нэгдүгээр сарын 26-ны өдөр хуульд заасан бүрэн эрхийнхээ хүрээнд Монгол Улсын Ерөнхий сайд, холбогдох сайд нартай уулзаж, КОВИД-19 цар тахлын улмаас үүссэн эдийн засгийн нөхцөл байдал, иргэдийн амьжиргааг хамгаалах талаар цогц арга хэмжээг нэн даруй авч хэрэгжүүлэх асуудлаар тодорхой санал, чиглэлийг өгсөн. Энэ дагуу Монгол Улсын Их Хурал, Засгийн газар санаачилгатай ажиллаж, ээлжит бус чуулган зарлаж, төсөвт тодотгол хийх байдлаар нэн бага орлоготой, тэтгэвэр, тэтгэмж авч буй иргэдэд чиглэсэн томоохон арга хэмжээ авч байгаад талархал илэрхийлж байна.
Өнгөрсөн хоёр жилийн хугацаанд дэлхий нийтийг хамарсан КОВИД-19 цар тахлын улмаас бараа, үйлчилгээний нийлүүлэлт доголдох, хилийн нэвтрэн өнгөрүүлэх чадавх буурах, тээвэр ложистикийн саатал үүсэх, шатахууны үнийн өсөлт, бараа, бүтээгдэхүүний үнэ өсөх зэрэг хүндрэлүүд гарч, 2021 онд инфляц улсын хэмжээнд 13.4 хувьд хүрсэн. Энэ бүхэн иргэдийн орлогод шууд дарамт болж, нөхцөл байдал амаргүй байна.
Иргэдийн зүгээс ч тулгамдаж буй эдгээр асуудал, амьжиргаатай холбогдуулан Монгол Улсын Ерөнхийлөгчид хандаж байсан. Энэ дагуу Монгол Улсын Ерөнхийлөгч санаачилж, Улсын Их Хурал, Засгийн газар дэмжиж, нийгмийн чиглэлийн томоохон арга хэмжээг авч хэрэгжүүлэхээр болж байна.
Сүүлийн хоёр жилд төр, засгийн зүгээс цар тахлын иргэд, бизнес эрхлэгчдэд үзүүлэх сөрөг нөлөөг бууруулах чиглэлд багагүй дэмжлэгийг үзүүлж ирсэн. Гэвч инфляцын түвшин, бараа, бүтээгдэхүүний үнэ өндөр байгаа нь эмзэг, бага орлоготой иргэд, ялангуяа ахмад настан, хөгжлийн бэрхшээлтэй иргэд, өрх толгойлсон эцэг эхчүүд болон бусад халамж нэн шаардлагатай иргэдийн амьжиргаа, худалдан авах чадварт ноцтой нөлөө үзүүлж байна.
Өнөөдөр Монгол Улсад Нийгмийн даатгалын сангаас бүрэн болон хувь тэнцүүлсэн тэтгэвэр авч буй 461 мянган ахмад настан байна. Дундаж тэтгэврийн хэмжээ 421 мянган төгрөг байсан. Хамгийн бага хэмжээтэй буюу 350 мянган төгрөгийн тэтгэврийг 197 мянган ахмад настан авч байна.
Өөрөөр хэлбэл халамжийн тэтгэвэр, тэтгэмж авч буй 71 мянган иргэн, бүрэн болон хувь тэнцүүлсэн тэтгэвэр авч буй 461 мянган иргэн, нийлээд 500 мянга гаруй иргэний амьдралд шууд нөлөөлөх шийдвэр болж байна.
Цаашид дэлхий нийтийг хамарсан аюулт цар тахал, дэлхийн улс орон бүрд тохиолдож байгаа нийлүүлэлтийн доголдол, хилийн нэвтрэн өнгөрүүлэх чадавх, тээвэр ложистиктой холбоотой хүндрэлүүдийг даван туулах чиглэлд Засгийн газрын түвшинд тодорхой арга хэмжээг авч хэрэгжүүлэх ёстой гэж үзэж байна.
Иргэдийн амьжиргааг хамгаалах, ялангуяа хүнсний бүтээгдэхүүний нийлүүлэлтийг тогтвортой байлгах, импортын барааны үнийн өсөлтөөс сэргийлэх, зах зээлийн бус зохиомол үнийн өсөлтөд хяналт тавих зэрэг ажилд анхаарал хандуулан ажиллах ёстой гэж үзэж байна.
Монгол Улсын Ерөнхийлөгч, Улсын Их Хурал, Засгийн газар нэг бодлого, нэгдсэн ойлголтоор асуудалд хандаж байгаа учраас орлого багатай иргэдэд чиглэсэн, тодруулбал, 500 гаруй мянган иргэний амьжиргааг дэмжих шат дараатай арга хэмжээ авч хэрэгжүүлж байгаад талархал илэрхийлье. Монгол Улсын Ерөнхийлөгч энэхүү шийдлийг дэмжиж байгааг тодотгож хэлье” гэлээ.
