Үндэсний хөгжлийн цогц төлөвлөгөө/ҮХЦТ/ боловсруулах төслийн сургалт Баянхонгор аймагт боллоо. Энэ удаагийн сургалтыг Барилга, хот байгуулалтын яам, Японы ОУ-ын хамтын ажиллагааны байгууллага/ЖАЙКА/, Үндэсний хөгжлийн газар хамтран Баянхонгор аймгийн бүх сумдын удирдлага, холбогдох албаны төлөөлллүүд, аймгийн ЗДТГ-ын Хөгжлийн бодлогын хэлтсийн харъяа агентлагийн мэргэжилтэн, албан хаагчдад зохион байгууллаа.
Баянхонгор аймаг нь 116 мянган км/кв нутаг дэвсгэртэй. Орон нутгийн эдийн засгийн 47 хувийг ХАА, 24 хувийг аж үйлдвэр, барилга, 29 хувийг үйлчилгээний салбар бүрдүүлдэг. Хүн амын дундаж өсөлт 2010-2017 онд 2 хувьтай байгаа бөгөөд хүн амын нягтаршил 0,75 хүн/км2 байгаа юм. Цаашид тус аймагт хөгжлийг нэмэгдүүлж, хурдасгахын тулд шударга бус өрсөлдөөний орчин, ил тод бус байдалтай тэмцэх, чадварлаг ажиллах хүчин, боловсролтой менежерүүдийн тоог нэмэгдүүлж, бага, дунд боловсролын түвшинг сайжруулж, орчин үеийн МАА-г хөгжүүлэх зайлшгүй шаардлага байгааг сургалтын үеэр хэлж байлаа.
Цаашид Баянхонгор аймгийн хөгжлийн нөөцийг аялал жуулчлалын салбар хэмээн сургалтыг зохион байгуулагчид тодорхойлж байна. Энэ хүрээнд Баянхонгор аймаг Засаг даргын дэргэд ГХАЖА-ыг байгуулан ажиллаж үр дүнгээ өгч байгаа билээ.
Энэхүү төлөвлөгөөг Монгол Улсад хэрэгжүүлсэнээр хот, хөдөөгийн ялгаатай байдлыг бууруулан, тэнцвэртэй, тогтвортой хөгжлийг дэмжих замаар хот суурин газарт тулгарч буй асуудлыг шийдвэрлэж, тогтвортой хөгжлийн зорилт-2013-ыг хангах зорилготой аж. Амжилттай хэрэгжүүлж чадвал Монгол Улсын Төв Ази дахь байр суурийг нэмэгдүүлэхийн зэрэгцээ бүсчилсэн хөгжлийн үндэслэл, шаардлагыг илүү тодорхой болгох юм. 2018 оны 12 дугаар сараас эхэлсэн энэхүү төсөл 2021 оны 6 дугаар сар хүртэл Монгол Улсын 21 аймаг, нийслэл болон Япон улсад үргэлжилнэ.
